- Fall 2005 Student Parking Registration Information  -

WHO?

All students who plan to attend the University during the Fall 2005 semester and who plan to park a motor vehicle on campus should register with the Department of Transportation Services (DOTS) for a parking permit. Students who are not registering for a parking permit must park at a paid meter or in a daily cashier attended lot.   Campus resident freshmen (0 - 29 credits) and resident sophomores (30 – 59 credits) are eligible to register for a parking permit for some lots. (Please see important information under Resident Student Information). 

WHEN?

You may register for your permit by DOTS website by clicking here. Beginning Thursday, April 28, 2005 registration will be available only to graduate students. On Thursday, May 12, 2005 graduate students, seniors and juniors may register and on Tuesday, May 17, 2005 all eligible students may register for a permit.

Students who want to up their chances of getting their preferred parking assignment are encouraged to register by Monday, July 11, 2005.  If you must register after this date, please complete your on line registration by Friday, August 26, 2005  and your permit will be ready for pick up at the DOTS office on the first day of classes, Wednesday, August 31, 2005.

HOW?

NOTE: A limited number of computers will be available in the lobby of the DOTS office during business hours for students who do not have access to a computer.

BEFORE completing the Parking Applications read through and be prepared to answer the following questions:

Do you want your permit mailed or do you want to pick it up at the DOTS Office?

Are you planning to live in University View Apartments?

Will you need a decal for a convertible or "jeep" type canvas top vehicle?

Are you planning to live in the Graham Cracker Complex ?

Will you need a decal for a motorcycle ?

Are you planning to live on Fraternity Row ?

Do you have disabled parking privileges ?

Are you planning to live in a residence hall or in University Commons ?

Are you a Golden ID Program Student ?

Are you planning to commute to UMCP ?

Are you a commuting senior or graduate student who is interested in participating in a lottery for parking in lot 5 located on the roof of Regents Drive Garage ? (Last day to enter the lottery is 7/09/04.)

PARKING INFORMATION FOR ALL STUDENTS

1. At the time of registration, please confirm your lot choice to ensure your lot assignment. Click on the submit button after you have completed the application. If you do not click on the submit button, your application will not be processed. When you have completed the registration process, you will receive a confirmation on the screen which you can print out for your records. Also, an email confirmation will be forwarded to the email address listed in the application.

2. Immediate parking registration is recommended. When the maximum numbers of parking permits are assigned for a lot permit sales will close for both undergraduate and graduate students.

3. Your student account will be charged after you apply for a permit. The proposed annual parking fees for the Fall 2005 school year are $183.00 for commuter students and $353.00 for campus resident students. The Fall Only parking fees are $110.00 for commuter students and $212.00 for campus resident students.

Graduate Assistants may select to have their parking permit fee for an annual student permit, payroll deducted for twenty pay periods on a pre-tax basis. (Fall Only permits are not included in this program.)  Since parking registration begins in April and the graduate assistant approved appointments will not be available to DOTS until two weeks before the first day of classes, all graduate students who believe they will be Graduate Assistants in the Fall 2005 may select this method of payment.  The payroll deduction amount will be $9.15 for commuters, $17.65 for resident students for twenty pay periods. The SAR will be charged for any missed deductions.

 For those graduate students who do not become a Graduate Assistant the annual parking fee will be charged to the student account. 

4. Students will receive a specific lot assignment.

5. Students who purchase a Fall Only Semester permit and return for the Spring Semester must pay the Spring parking fee. The possession of a Fall Only Semester permit does not guarantee you the same parking assignment for the Spring semester.

6. Credit level for undergraduate students for the Fall 2005 semester will be determined by adding their University of Maryland accepted credits and credits taken during the current University of Maryland, College Park summer sessions only. PLEASE NOTE: Students must have the required credits on the first day of classes to qualify for a parking permit.

7. You can request to have your permit mailed to your permanent address on or after August 5, 2005. Or you may select to pick up your permit at the DOTS Office beginning August 18, 2005. Please pick up your permit on August 18, 2005 or as soon as possible after this date. The last day for permit pick up is September 14, 2005.  Graduate Assistants will be payroll deducted even if they do not pick up their permit.  There are no refunds since it is processed on a pretax basis.

8. Students who have disabled parking privileges must register for a regular lot assignment parking permit and indicate that they have disabled parking privileges. Read Disabled Parking below for information and instructions.

9. DOTS issues a decal to motorcycles and "jeep" type canvas top vehicles and convertibles. Students may choose to register either a motorcycle or canvas top vehicle, but not both types.

10. Students who have a University View parking permit are not eligible for a commuter permit.

COMMUTER STUDENT INFORMATION

  1. Commuting senior and graduate students can select to be included in a lottery for a parking assignment in lot 5 located on the roof of Regents Drive Garage (RDG). Students not selected for lot 5 will retain their confirmed lot assignment. The last day you may enter the lottery is July 08, 2005. All lot 5 parking assignments for the academic year will be determined by this lottery. Graduate students have priority in the lottery   
  2. Commuter students assigned to Stadium Drive Garage (SDG) must vacate the garage for scheduled football games.   
  3. Golden Identification students can register for a parking permit by visiting the DOTS or Testudo web site. You will be assigned a GI permit, which allows parking in lots 1,4,5,6, 9, & 11.   
  4. Undergraduate and graduate commuter student lot assignments are based on your credit level according to the following chart:

RESIDENT STUDENT INFORMATION

1.Campus resident freshmen (0-29 credits) sophomores (30-59) are eligible to register for a parking permit for either lot 4B or lot 6 which is located in Terrapin Trail Garage.  In addition to lots 4B and 6, lot 2 (based on available space) will be available as a lot choice for sophomores. 

PLEASE NOTE:  ALL STUDENTS WHO RECEIVE A PERMIT FOR EITHER LOT 6 OR 4b MUST MOVE YOUR VEHICLE TO LOT 1 FOUR TO SIX HOURS PRIOR TO THE START OF ALL HOME BASKETBALL GAMESFAILURE TO MOVE YOUR VEHICLE WITHIN THE SPECIFIED TIME WILL RESULT IN YOUR VEHICLE BEING TICKETED, WHICH IS A $75.00 FINE AND THEN TOWED, WHICH IS A $150.00 FEE.

STUDENTS ASSIGNED TO 6 OR 4B DO NOT HAVE ANY OVERFLOW PARKING PRIVILEGES. 

2. Students residing at University View apartments who do not have a University View parking permit are eligible to register for a resident lot permit. 

PLEASE NOTE:  ALL STUDENTS WHO RECEIVE A PERMIT FOR EITHER LOT 6 MUST MOVE YOUR VEHICLE TO LOT 1 FOUR TO SIX HOURS PRIOR TO THE START OF ALL HOME BASKETBALL GAMESFAILURE TO MOVE YOUR VEHICLE WITHIN THE SPECIFIED TIME WILL RESULT IN YOUR VEHICLE BEING TICKETED, WHICH IS A $75.00 FINE AND THEN TOWED, WHICH IS A $150.00 FEE.

3.Campus Resident students who receive a permit will be assigned a parking lot based on available space, their credit level, and campus residence address. See table below.

DISABLED PARKING

All persons associated with the University (including those displaying a State disabled permit or tag) must purchase and display a UMCP-DOTS hanging permit for the current year. Only persons for whom the disabled parking privileges are extended are authorized to park in these special parking areas. Family members driving these vehicles must utilize their assigned parking area.

LAUREL PARK AND RIDE

The Department of Transportation Services is offering FREE weekday transportation to faculty, staff and commuter students.  This service runs from the Park and Ride lot, located in Laurel, to the College Park campus.  The Laurel Park and Ride lot is located on the northbound side of Rte. 197 (Laurel-Bowie Road) - approximately 1/8 mile north of the intersection of Rte. 197 and Contee Road.  Click here for additional information.

SMART PARK CARPOOL PROGRAM

The “SMART PARK" Carpool Program is a carpool program that will reduce the cost of the parking permit fee. The amount of the reduction is determined by the number of participants (two to four students) in the carpool. Students may select to park in either Stadium Drive Garage or Paint Branch Cashier Attended Area. Students who have formed a carpool may come to the DOTS office and apply for a SMART PARK Carpool Permit.   An online database application will allow students who would like to find other students in their zip code area or city and are interested in forming a carpool to add or edit the information  Click here to go to apply.

BICYCLES AND MOPEDS

Bicycles and mopeds need not be registered, but should be parked in bicycle racks provided on campus. Securing or parking a bicycle or moped in any manner which would obstruct vehicles or pedestrians is prohibited. A bicycle or moped locked at any part on either side of the railing of an access ramp could make entering or exiting the building difficult or impossible for a person with a disability. Bicycles or mopeds that obstruct an access ramp that is part of an exit are in violation of the Maryland Fire Prevention Code and subject to impoundment.
